I'm running for reelection as your Shelby County Assessor of Property to continue the progress we have made over the past four years and build on a proven foundation of establishing fair and equitable property values.
I am very proud of the accomplishments we made in my first term as Assessor. I have used my 24 years of direct experience in mass appraisal by successfully completing the 2009 Reappraisal in what was a challenging and completely unprecedented real estate market. I've expanded property owner services through an interactive Assessor's Web site and streamlined the Informal Review and appeals process. I have sought and applied the effective use of technology to modernize operations and reduce costs and have implemented staff training initiatives to advance the assessment process.
I'll continue to work for complete transparency and fairness in assessing property. I pledge to continue my job as Assessor with impartiality and fairness. Consistency is extremely important in the Assessor's Office. We are now well into plans and preparations to complete the 2013 reappraisal on time and under budget.

Cheyenne Johnson was elected Shelby County Assessor of Property on August 7, 2008.
Prior to her election, Cheyenne served as Chief Administrator to former Assessor Rita Clark for ten years.
Cheyenne chose to establish a career in the Assessor's Office and has earned 24 years in mass appraisal experience. She served in various leadership roles throughout the office beginning as an Appraiser, then through a natural progression, served as a Manager and as an Administrator of Appraisal Operations. She has served three different Assessor's and completed six countywide Reappraisal programs.
Cheyenne has completed many appraisal courses sponsored by the International Association of Assessing Officers (IAAO) and is a Certified Public Administrator through the University of Tennessee's training program. She is a member of the IAAO, Tennessee International Association of Assessing Officers, and the Tennessee Association of Assessing Officers.
Cheyenne is a graduate of St. Joseph Catholic High School in Jackson, Mississippi, and Cheyenne earned a bachelor's degree from the University of Memphis.
Cheyenne has been married to Carmichael Johnson for 33 years and they have two grown children. She is an active member of Mt. Pisgah CME Church.

The scope of mass appraisals conducted by the Shelby County Assessor's Office is fundamentally different than single or fee appraisals. The Assessor's responsibilities are set out in State law and are governed by the administrative rules and regulations of the State's Division of Property Assessments. Knowledge of applicable legal provisions and experience in working with the mass appraisal system are vital in the current volatile real estate market.
Cheyenne Johnson is the only candidate with the right experience to deliver the 2013 Reappraisal on time, under budget and reflective of the current trends in market valuation.

Advanced Technology

Cheyenne Johnson has been a leader in using advanced technology in the reappraisal process and this office is recognized as a model for other county Assessors throughout the state of Tennessee. Our use of the Geographic Information System (GIS), an advanced interactive mapping tool with highly developed oblique aerial photography, allows our appraisers to make more accurate measurements from their workstations, eliminating all but essential field visits.
The Assessor's Office also uses a Computer-Assisted-Mass-Appraisal (CAMA) system to assist our skilled and professionally trained appraisal staff in valuing the more than 350,000 real estate properties in Shelby County.

Fiscal Responsibility

Cheyenne Johnson understands Shelby County's current budget crisis and has streamlined operations by utilizing technology to reduce costs across the board. All government sectors are being asked to do more with less and the Assessor's Office is working within these constraints by providing the highest quality product at the lowest possible cost.
Cheyenne will continue to work with the Mayor's administration and the County Commission to find new ways to reduce the overall budget and help solve the fiscal crisis that affects us all.
